Citizens, Districts, and Development: The Role of District Assemblies in Ghana

Introduction

Ghana’s decentralization process, which began in the 1980s, aimed to promote grassroots participation, accountability, and development. The District Assemblies are a crucial component of this process, serving as the primary units of local governance. This study focuses on the Sekyere Kumawu District Assembly as a case study, exploring its role in promoting citizen participation, district development, and the challenges it faces.

Located in the Ashanti Region, the Sekyere Kumawu District is one of the 260 districts in Ghana, with a population of approximately 120,000 people. The district assembly is responsible for coordinating development activities, providing basic services, and ensuring citizen participation in the decision-making process.

This research aims to:

1. Examine the role of the Sekyere Kumawu District Assembly in promoting citizen participation and district development.
2. Investigate the challenges facing the assembly in fulfilling its mandate.
3. Identify best practices and opportunities for improvement.
